Colonel Cruz graduated from Fresno State University. where he received a Bachelor of Arts degree in Industrial Arts and was commissioned through the Marine Corps PLC program in L 982.He also earned a Master of Arts in National Security and Strategic Studies from the Naval War College in 2005.

He is a graduate of the Basic Communication Officer Course, Marine Corps Amphibious Warfare School, Marine Corps Command and Staff College, and the Naval War College.

His twenty one plus years of command and staff assignment include:

Communication Center Officer, Communication Squadron- 38, 3rd Marine Aircraft Wing: Communication-Electronic Branch Officer Marine Air Control Squadron-I, 3rd Marine Aircraft Wing, Platoon and Company Commander, Support Company, and Communication Company Commander, 7th Communication Battalion, III Marine Expeditionary. Company Commander, Bravo Company, Nicosia Cyprus, Marine Security Guard Battalion, 4th Expeditionary Brigade (Anti-Terrorism).

He has also served as a Communication Instructor, Landing Force Training Command, Little Creek, VA and as Joint C4 Interoperability and Plans Officer with U.S. Forces Japan, Yokota Air Force Base, Japan. He also served as the Assistant Chief of Staff. G-6, U.S. Marine Forces, Atlantic, Norfolk, Va.

Colonel Cruz recently finished his latest tour as the J6 for US Strategic Command's Joint Functional Component Command Global Strike and Integration.

His military awards and decorations include the Defense Meritorious Service Medal, Meritorious Service (3 awards), Medal, Navy/Marine Corps Commendation Medal and Navy/Marine Corps Achievement Medal.
